fix(structure): move standards/ into docs/standards/ — all docs under /docs

Problem

After Phase 1, the platform repo had docs in two places: /standards/ (the canonical content files) and /docs/standards/ (the how-to pages about the system). Nothing should live outside /docs/ in a dedicated platform repo.

Fixes#6.

Changes

• Moves all 11 standards/*.mdx files → docs/standards/*.md (renamed extension for MkDocs)
• Converts Docusaurus :::admonition syntax → MkDocs !!! admonition syntax in 4 files
• Deletes standards/ at root entirely
• Adds all 11 content files to mkdocs.yml nav under the Standards section — they now render at azurelocal.cloud/platform/standards/
• Updates templates/_common/STANDARDS.md stub link to new path
• Updates ADR-0002 path references
• Updates azurelocal.github.io sync workflow: source changed to docs/standards/*.md, copies as .mdx for Docusaurus consistency

Product repo STANDARDS.md stubs are updated in follow-up commits (one per repo, pushed directly — they're 1-line URL fixes).

Test plan

• MkDocs build succeeds and Standards section renders all 11 content pages
• !!! warning and !!! info admonitions render correctly in MkDocs Material
• No broken links to old standards/ path
• Site sync workflow triggered manually produces a PR with correct files
