Display Issue?

I get white and red lines only (below). I've reseeded all cables, triple checked config and rebooted several times. To note these are 64x32 RGB 2.5mm panels. It's attached to a RaspPi 3. Most of the settings are set to default. I have also changed GPIO slowdown from 2 to 1 to no avail. Edit: When I move ribbon to port 2 on Adafruit HAT I get an illegible scroll on the middle 4 rows.
