I don't think the failing tests (due to timeouts) are related to the proposed changes. Are those tests robust? |

This is a rebase of #12343 onto the
developmentbranch.There were several missing build and exec dependencies.
Further, building doesn't require ament_cmake. cmake is sufficient.
