Do we need dotnet/TorchSharp gitter to mobilize more community engagement?

1. The SciSharp community has the latest github activities while the TorchSharp NOT!
2. Ideally, we need the community TorchSharp gitter to reflect activities in both the TorchSharp.Core and TorchSharpExamples
3. Do we need to have a link to the TorchSharp gitter from the landing pages of TorchSharp.Core and TorchSharpExamples
