#34935 Introduced unstable_reactFragments handle on DOM nodes to enable caching of Observers.

This has been tested in production and is stable so it can be rolled out with the Fragment Refs feature.

#34935 Introduced unstable_reactFragments handle on DOM nodes to enable caching of Observers.

This has been tested in production and is stable so it can be rolled out with the Fragment Refs feature.
