This change upgrades minimum support to Pandas 1.5.3 and Pyarrow 10.0.1. That's required for coming Ibis v9.0+ upgrades.

  • Fixes internal issue (350749011).
  • Ensure the tests and linter pass
  • Code coverage does not decrease (if any source code was changed)
  • Appropriate docs were updated (if necessary)
