Write tools lowercase in config (
defaults.provider: all) and they are converted automatically when applying to Qoder. Bailian and Claude use lowercase natively.

Qoder repository mounts must live under /data. Its example uses an explicit
/data/workspace/repository; when mount_path is omitted, OpenAgentPack sends
/data/workspace/<repo-name> automatically.
