test_runner: align mock timeout api

Expose Timeout.close() and Timeout[Symbol.dispose]() from MockTimers.
This keeps fake setTimeout() handles aligned with the public
Timeout API so disposal-based patterns do not throw.
Add targeted coverage for Timeout.close() and
Timeout[Symbol.dispose]().
