fix: only query stuck rows during recovery to prevent unrelated decode failures from blocking it
Previously, startup recovery called listRows() which fetches and decodes ALL task rows. If any unrelated row had malformed JSON, the entire recovery was skipped, leaving tasks stuck in 'running' forever. Now recovery queries only WHERE last_run_status = 'running', and handles decode failures per-row so one corrupt stuck row cannot prevent recovery of other stuck rows.

fix: only query stuck rows during recovery to prevent unrelated decode failures from blocking it
Previously, startup recovery called listRows() which fetches and decodes
ALL task rows. If any unrelated row had malformed JSON, the entire
recovery was skipped, leaving tasks stuck in 'running' forever.
Now recovery queries only WHERE last_run_status = 'running', and handles
decode failures per-row so one corrupt stuck row cannot prevent recovery
of other stuck rows.
