fix: derive sidebar state from mobile visibility for titlebar inset
On mobile viewports, SidebarProvider's data-sidebar-state attribute was always 'expanded' (since it only reflected the desktop 'open' state), preventing COLLAPSED_SIDEBAR_TITLEBAR_INSET_CLASS from applying left padding. The mobile sidebar is a Sheet overlay that never pushes content, so the fixed SidebarControl toggle always overlaps the titlebar. Fix by treating state as 'collapsed' on mobile regardless of the desktop open value, ensuring the inset class applies its left padding.
