Describe the bug
Loading of estimation data and model for workplace location model takes forever and will not finish.

To Reproduce
Steps to reproduce the behavior:

  1. Generate estimation data bundle by running a model with full set of zones (for our region, we have 1500 out of 1700 traffic zones with employment)
  2. Load the estimation data bundle for workplace location using the estimation notebook for workplace location
  3. Wait for the model object to load, and it will never finish (we waited 3+ hours and gave up)

Expected behavior
The model object would load into workplace location model within reasonable amount of time (1 hour max).
