Display a loading state when clicking on a testset

when we click on a testset to view it or edit it it takes some time to load the testset without notifying the user that something is happening.
We would like to display a loading spinner or something that lets the user know that the request is still in progress

@aakrem why is it taking so long to load actually? Loading a couple of rows from a db should not take so long, no? Same, to loading available test sets, sometimes it takes so long, while the logic itself should be instantaneous. Something feels wrong there.

This might be due to cold routing b/w pages by NextJS in dev mode. We can add a progress bar globally to the app, to indicate route change progress b/w pages to the user.

I think we should instead have the default mode for users being the build mode. We should in the near future publish build ready docker images. Dev mode should be solely for developers
