add a `vector` implementation

vector remains one of the most used STL components in C++ and without it, this project is very much incomplete. I really suggest implementing a proper vector functionality. Furthermore, what about headers like <string>?

Frankly, this repository is not yet finished, I've planned to add some polish to it next week.

std::vector and std::string usually heavily depend on exception support as well as allocator support. Exceptions are obviously not available in kernel mode and I did not investigate allocators yet.

As far as I know, MSVC's STL "kind of" supports the "no exceptions" mode, but they keep emphasizing that this support is unofficial and is not guaranteed.

My current understanding is that some replacement is required for both std::vector and std::string. As an example, I've successfully used boost::static_vector from boost in a driver and there is a simple wrapper for UNICODE_STRING and ANSI_STRING in this repository code, which can be extended with more operations.

Anyway, I might revisit the std::vector or std::string support once again, as my last attempt was several months ago.
