Distributed RM

Me and @zahranajaf checked the agreement and we saw that the goal was to implement a distributed RM. What is the status about that?

This is the last thing I want to do.
We already talked about it and current idea was:

• One shared database
• One instance per region(collection of regions) collection of the RM which manages / controls all resources from that region (collection of regions)
• One RM instance is deployed with a config which sets the providers and regions that should be managed by the RM
