[C-5192] Fix opening of comment drawer

Description

View all and comment stat button not opening the comment drawer. The comment drawer wasn't fully configured and I made the drawer open from the hook consistently.

Tested against stage and confirmed it opens and closes properly.

I intentionally changed the CommentDrawer to not be part of the comments slice because it needs to be passed a navigation object which we can't/should store in redux state. This is to support pushing the the stack navigator when pressing track/profile/collection links

I think the correct fix here is to pass setIsDrawerOpen into CommentSectionHeader and call that when "View All" is pressed
