Description

Upgrades react-native from 0.71.8 to 0.73.1: https://react-native-community.github.io/upgrade-helper/?from=0.71.8&to=0.73.1

Removes flipper to simplify the initial migration and will add it as a follow-on task. It wasn't working anyway, and was also blocking this update due to incompatibilities.

How Has This Been Tested?

Runs on ios and android
