[Bug Report]: Fix failing Linter badge in the repo home page

Describe the bug

The home page Status section shows a failing badge for the Linter pipeline. That looks bad.
Research on a solution to fix the Linter pipeline status or add a note on the reason why it is failing, if expected.

To reproduce

Notice the Linter badge in the home.

This issue is as old as the repo itself. There were so many false positives and attempts to 'configure' it, that we eventually gave up - I think

Potential actions

• Create a scheduled pipeline that runs on the entire repo (not just the PR diff)
  • • change the status badge on the home page to point to this pipeline run instead. Currently it only shows the status of the latest PR run.
• Do the same for [PS Rule] & [Broken Links] down the line
