Pull Request Overview
This PR drops support for Azure Linux (Mariner) 2.0 in favor of Azure Linux 3.0, in line with the upcoming EOL for Azure Linux 2.0.
- Updated docker image references and comments in shell scripts and dockerfiles
- Revised build instructions and pipeline configurations to remove Mariner 2.0 references
- Adjusted documentation to reflect the change to Azure Linux 3.0

Description
Azure Linux 2.0 will reach its End of Life (EOL) on July 2025. Azure CLI 2.74.0 (release date: 2025-06-03) will be the last version that supports Azure Linux 2.0. Azure CLI 2.75.0 (release date: 2025-07-01) will not be released for Azure Linux 2.0.
