Should parent swagger be marked as affected if only examples are changed?

In #6618, only examples were updated, but there are still issues being flagged locally by OAV, but the CI shows as green since the parent swagger file isn't touched. I can see this might be weird to do in the case where there are multiple swaggers in the parent directory, since it would probably need some odd string matching (unless you've got a graph of the files already built)
