Deferred from spec 02 (time attribution).
Attribution v1 samples frontmost app name and window title only. Browser work is often weak because every tab shares one window title.
Goal
Read the active tab host (or URL domain) from the browser accessibility tree and use it as an extra signal in the classifier.
Why deferred
Fragile by design: each browser exposes AX differently. Revisit only if dogfooding shows the review queue is visibly weak on browser work.
