Deferred from spec 03 (AI planner).
The planner is manual-only today: one button drafts a plan for the chosen day.
Goal
Optional scheduled drafts, each independently toggleable:
- Morning plan for today (~07:00)
- Evening plan for tomorrow (~21:00)
Include planner-state.json bookkeeping so a target date is not re-drafted after accept or edit.
Why deferred
Prove manual drafts are worth waking up to first. When this lands it needs missed-run semantics: menu-bar apps quit, login items fail, laptops sleep.
