Appends the pr-diff-review ledger row for already-merged PR #1397.

Review conclusion

No — PR #1397 did not add the recommended tests or packages. It was ledger-only by design (docs/branch-review-ledger.md +1). The recommended account-route Vitest coverage, #040 visual baselines, and Python packaging remain unimplemented follow-ups.
