Refs #2030.

This is the infrastructure/capture pass for the Human-approved WebMCP surface registry. It intentionally does not auto-close #2030 because Human visual approval and baseline locking remain explicit.

What changes:

  • adds one canonical 12-surface WebMCP registry with stable IDs, Human labels, deterministic visible navigation, readiness/root selectors, provenance, back paths, viewport requirements, candidate paths and baseline paths;
  • keeps live truth: Library remains outside the capture registry while unwired, and Advanced remains folded into General rather than returning as a fake destination;
  • adds an expanded WebMCP catalogue pass that reaches and captures Dashboard, Community, Writer's Craft, Identity, Manage, General, Local Story Mode, Cloud Story Mode, Node Info, Agents, Bug Report and Notices;
  • expands the existing visual manifest from 8 historical candidates to those 12 current standard candidates;
  • preserves candidate -> Human review -> explicit lock -> commit. Nothing is auto-approved;
  • updates WebMCP startup evidence/output so local WebMCP testing prints all standard candidates and lock commands.

The existing core WebMCP visual-conformance audit remains in place; the expanded catalogue runs in the same startup/Architecture Verification path and uses the same manifest/locking convention.

Merge only when exact-head Architecture Verification is green. After merge, run WebMCP locally and visually review the 12 candidates before the final #2030 closeout.
