Closes #2224.

This resets ownership between automated surface quality and Human UAT.

Automated surface conformance:

  • Dashboard remains the locked canonical visual authority.
  • Visual Director now captures structural evidence across the governed surface corpus before comparing candidates.
  • Governed peers provide supplemental norms for dead-space, root-height and shell-density outliers without becoming canonical.
  • Visible broken rendered image/video assets are blocking findings.
  • Structural outliers produce actionable advisories in the existing visual-director report.
  • The Visual QA skill now explicitly inspects dead/unused regions, broken media, duplicated shells/navigation and stacked legacy/current regions.

Human UAT:

  • exposes the persistent Afterglow Project ID;
  • narrows the visible pre-production acceptance buckets to Outline, Storyboard and Previs;
  • preserves Block 17 / Mini-Block 1;
  • marks each current bucket with canonical project identity;
  • keeps the bucket definition explicit so it can expand to five later;
  • keeps automated WebMCP/Visual Director as the preflight rather than making the Human police interface conformance.

No visual baseline is auto-approved.

Merge only when the exact-head gates and rendered visual checks are green.
