Created a new file as the Tax Exempt Quick Reference Guide which gives an overview API, cXML, and Plugin vendors explaining how tax exemption will work with the given integration type.
additionally, I added the Extrinsic tag in the OrderRequest code example in the cXML docs, because as of now, it's only shown in the PunchoutSetupRequest.
