The Render and Publish workflow can complete successfully after Clay logs Clay FAILED for a source file. Quarto then renders and deploys the generated exception page. Reproduced in run 29404708994 for beta_binomial_first_pass.clj and math_explanations.clj. Add a publication gate that detects Clay failures or generated exception pages and exits nonzero before Quarto render/upload. Acceptance: a forced Clay source failure makes the build job fail and no Pages artifact is deployed.
