cnb-audit workflow：配额（余量/速率/外推耗尽日）、活性（canary≤60s）、延迟（p50/p95）、真实性（10% 抽样机械核对重放）、政策 diff（docs.cnb.cool 定价与 NPC 文档页）；月度干跑（隔离不变式审计）自动出 issue。
AC（Given-When-Then）
- AC-1 (api): Given cnb-audit 手动触发，When 五项执行，Then 结构化审计 issue 产出（含原始数据引用）。
- AC-2 (api): Given 定价页 fixture 变更，When diff 监测运行，Then 告警条目出现。
- AC-3 (api): Given 干跑脚本，When 执行，Then 接缝审计报告输出且零副作用。
