任务
受限 DSL（given/when/then+property+invariant）+ 编译器（AC→pytest 骨架，spec hash 溯源头）+ hash 校验入 gate（手改=红）+ spec CI 关卡（schema/可编译/blastRadius 路径存在性）入 specs/** PR 检查链。承接 #263 T-14（它管存在性，本卡管机械对应）。
AC（Given-When-Then）
- AC-1 (api): DSL 语法定义+编译器：一份 DSL AC 自动生成 pytest 骨架（带 spec hash 头）。
- AC-2 (api): 手改生成测试→CI 红（tamper 反向测试）；改 spec 后重编译→绿。
- AC-3 (api): spec CI 关卡在 specs/** PR 生效（缺关卡/被摘除→红，负向断言）。
- AC-4 (api): 豁免仅 ADR escape_hatch，计数入账。
