C1 变更（关联 ADR-0002 rev1，agent-registry PR #2）

• expected-state: org_secrets_required [AGENT_APP_SECRET→CB_APP_ID, CB_APP_KEY]。根因：AGENT_APP_SECRET 从未被任何代码消费；gh-app-token.sh 读 CB_APP_KEY(=PEM 全文)/CB_APP_ID。CB_APP_ID 已由我设置（值=App ID 4632704，非敏感）
• drift-check §5: jq -e 多输出 bug（只看最后一个布尔，列表非末位的 secret 永远报缺失——用户其实早已设置成功）
• REPOS.yaml: openjiuwen 私有仓计划取消，改 external_upstreams 声明上游官方镜像 openJiuwen-ai/{jiuwenswarm,agent-protocol}（不 fork 不 submodule）
