feat(ISSUE-263): W2-C2 g060 落地治理仓 (#274)

变更内容

1. scripts/g060-lock.sh — g060 锁定执行脚本

   • 检测 specs/*/suite/** 变更；非授权身份（非 owner/verifier-app）exit 2 阻断
   • 自动开裁决 issue 路由 owner（/g060-adopt / /g060-reject）
   • 支持 --pr / --base+--head / 工作树 diff 三种变更采集模式

2. scripts/g060-escalation.py — 裁决闭环

   • 读取 owner 评论指令，写终态 JSON（.artg060/.json，机器可核）
   • TTL 72h + dead-man 提醒；过期终态=expired

3. CODEOWNERS — specs/*/suite/** CODEOWNER = @randypanding + @verifier-app

4. governance/policy/testing.yaml — 新增 g060 锁定条款

   • 声明 lock_path_pattern、authorized_actors、fail_action、ttl_hours
   • 引用 ADR-0061 / ADR-0081 / ISSUE-263 AC-18

阻塞项

• .github/workflows/g060-guard.yml：当前 App 无 workflows 权限，向上游推会失败。已在本地实现完整代码（见 scripts/g060-guard.yml.local），待权限到位后提交。

• ADR-0061（测试产物拓扑：fail-before + lock-tests + g060）
• ADR-0081（ADR-0061 修订：验证者 APP 合法写豁免通道）
• ADR-0076（AG-1 修订：验证者身份独立）
