Approve（code owner）：setup-python v6.0.0→v7.0.0，SHA+版本注释双锚定保持 CI-2 惯例；python 3.12 + cp312 wheel 哈希锚定（requirements-gate.txt）不受主版本升级影响；ADR-0011 例行执行；#57 合并后新 merge ref 复验 gate 全绿（10s）。
