按 ADR-0107（DGA-A N-8 分歧申报纪律）与 IR-0009 A5 收编项，AGENTS.md 入口协议块（v2）增补第 7 行：「分歧必须申报；未经 owner 指令不得向共识收敛（ADR-0107，DGA-A N-8）。」旧块 991B 逐字节核验通过后整体替换为 .github@main 权威新块；块外内容零改动。holdout 依 IR-0009 §1 零写禁令豁免（ADR-0109 决策 4 预期漂移）。canary=template-service#51 已验证。
