chore(auth): remove the unreachable self-signup endpoints

The pool sets allow_admin_create_user_only (infrastructure/aws/cognito.tf),
so Cognito SignUp is refused for every caller:
NotAuthorizedException: SignUp is not permitted for this user pool
POST /auth/register therefore returned a 500 to everyone, and
/auth/verify-email and /auth/resend-code only ever completed a SignUp that
could not start. The frontend never called any of the three.
Removes the handlers, routes, OpenAPI paths and their tests, and corrects
the docs that still described claim-on-register: a branch.users row with a
NULL cognito_sub is no longer a claimable invitation. Onboarding is
POST /users -> AdminCreateUser, which writes cognito_sub at insert time.

The pool sets allow_admin_create_user_only (infrastructure/aws/cognito.tf),
so Cognito SignUp is refused for every caller:
NotAuthorizedException: SignUp is not permitted for this user pool
POST /auth/register therefore returned a 500 to everyone, and
/auth/verify-email and /auth/resend-code only ever completed a SignUp that
could not start. The frontend never called any of the three.
Removes the handlers, routes, OpenAPI paths and their tests, and corrects
the docs that still described claim-on-register: a branch.users row with a
NULL cognito_sub is no longer a claimable invitation. Onboarding is
POST /users -> AdminCreateUser, which writes cognito_sub at insert time.
