Allow to deploy the intel chart without any AI

With the helm chart that we have right now it forces you to configure either bundled or external AI integration, we should add a flag to get it enabled or disabled. So that it can be deployed without this feature.

The implementation properly supports disabling the AI integration via the new flag, and Helm rendering now works correctly without requiring AI config when disabled

According to @danc094codetogether comments, the inteltest9.codetogether.io is using the AI enabled flag as false and it is working. ✅
