The DLC regions are always included in the Archipelago region pack, but, apart from openDLC1, they are only reachable with one of 2 DLC items, which are of course unobtainable when the DLC is disabled.
This doesn't cause any actual issue since no location in these regions is included when the DLC is disabled, but it causes one of the Archipelago tests to fail.
