Use new dispatch api

Github realized the api for starting jobs was terrible, and added support for getting the id and urls using the new return_run_details:

I was hoping github would actually publish the new API definitions, but they're seemingly ignoring their ecosystem packages at the moment (and have been for some months now)

So have worked around that, so this should be resolved now with v4
