🎯 What:scripts/ci/pr_auto_rebase.pypost_conflict_comment 함수에서 긴 코멘트 생성 로직을 별도의 헬퍼 함수 generate_conflict_comment_body로 추출했습니다.
💡 Why:post_conflict_comment 함수가 길고 복잡하여 읽기 어려웠습니다. 코멘트를 생성하는 로직을 분리함으로써 함수의 책임이 명확해지고, 코드의 가독성과 유지보수성이 향상되었습니다.
Verification: 리팩토링 후 전체 테스트 스위트(pytest 기반의 커버리지 100% 확인 포함)와 interrogate를 실행하여 기능의 회귀나 문제가 발생하지 않았음을 확인했습니다.
Result: 코드베이스의 가독성과 유지보수성이 향상되었으며, 동작 방식이나 기존 기능에는 변경이 없습니다.

RCA/feasibility: closing unmerged as non-defect maintainability churn. This branch only extracts markdown construction from post_conflict_comment; it changes no safety, correctness, availability, or measured performance behavior. With real central defects and dependency-unblocking work still open, another full CI/review/approval lane for a 13-line readability refactor has negative opportunity cost. Preserve the tested implementation and revisit only when a functional change makes this seam materially useful.
