🎯 What:scripts/ci/pr_review_merge_scheduler.py 파일의 inspect_pr 함수의 복잡도가 너무 높아 유지보수가 어려웠던 점을 개선했습니다.
💡 Why: 코드가 300줄이 넘어가는 단일 함수로 이루어져 가독성이 떨어지고, 수정 시 버그 발생 위험이 매우 높았습니다. 이를 'Replace Method with Method Object' 디자인 패턴을 활용하여 _PRInspector라는 내부 클래스로 캡슐화하고 각 주요 로직들을 10여 개의 작은 private 메소드(_handle_stacked_pr 등)로 분리했습니다.
Verification: 모든 테스트 스위트를 100% 통과(pytest)했으며 flake8의 McCabe 복잡도 검사(C901)의 높은 복잡도 경고가 해결됨을 확인했습니다.
Result: 기존 사용자나 외부 함수 호출 서명(def inspect_pr)에 전혀 영향을 주지 않으면서 내부 구현만 깔끔하게 객체지향적으로 분리되어 코드 가독성과 유지보수성이 크게 향상되었습니다.

RCA/feasibility: closing unmerged as superseded by the active scheduler safety architecture. PR #828 replaces the pre-existing monolithic pr_review_merge_scheduler.py with a small auditable independent-approval policy facade plus scripts/ci/_pr_review_merge_scheduler_core.py, and changes the exact merge-authorization contract at the same time. This PR refactors the old monolithic inspect_pr implementation into a method object on protected-main shape, adding ~470/-326 lines without fixing a distinct current defect. Applying it before #828 would create immediate structural conflict and applying it after #828 would require redesign against the new core anyway. Complexity work should be measured and reconsidered only on the protected architecture after #828 integrates; it must not compete with the security-boundary writer.
