Closing as superseded by draft canonical #364. The same root-directory fallback is retained there under a post-#363 accessibility contract that requires one escaped shared label, root/non-root generated-output tests, APA 7 doctoring, changelog, exact-head quality/security gates, and independent approval. No check or review from this duplicate head is reused.
