Installs PHP, Composer, and vendor/ at session start so linting and
tests work natively without Docker. Makefile auto-detects Docker and
falls back to host PHP. check.sh falls back to tests without coverage
when pcov is unavailable.

Installs PHP, Composer, and vendor/ at session start so linting and

tests work natively without Docker. Makefile auto-detects Docker and

falls back to host PHP. check.sh falls back to tests without coverage

when pcov is unavailable.
