Wire Homebrew distribution parity with Create-Node-App:

• Seed Create-Python-App/homebrew-tap with Formula + update-formula.yml
• Implement notify-homebrew.yml (repository_dispatch on release tags)
• Document HOMEBREW_TAP_TOKEN in DISTRIBUTION_SETUP.md
• Extend smoke-distribution.yml
