Port CNA MegaLinter with Python-appropriate ENABLE/DISABLE lists.

CNA: .mega-linter.yml (DISABLE_LINTERS includes several JS-specific entries).

Acceptance criteria

• .mega-linter.yml present
• DISABLE list justified in comments (like CNA)
• Ready for Epic 6 workflow wiring
