What Does This Do

Allow builds from tags (eg releases) to access the Gitlab cache. By default, Gitlab only allows access to the cache to "protected" branches. All branches are protected, tags are not protected.

With this change, the cache is unprotected and accessible by tags. See Gitlab documentation

Motivation

The last release had jobs timing out because the cache was not accessible.
