This PR introduces an in-circuit fully_collapse method for AssignedAccumulator. It fully evaluates both sides of the accumulator in-circuit and also constrains all the fixed base points to indeed be fixed.

There is a typo in the commit fully_collpase for AssignedAccumulator -> fully_collapse for AssignedAccumulator
