Update to UE4.25.3

Hi, I have added plugin as Engine and as Project plugins and it does not appear in Project settings at all.

Looks like it doesn't work at all with 4.25 version.

Can we add support for this version, Thanks

LoadingScreen.Build.cs
Add "DeveloperSettings" module to PublicDependencyModuleNames.AddRange()
