Bug description

The nickname limit does not work as expected

Steps to reproduce

For example, set max nickname limit in config to 100
try using this command to set nickname:

(65 characters including formatting codes)
/nick &#54DAF4B&#54C8EBi&#54B7E2r&#54A5D9d&#5493D1f&#5481C8l&#5470Boss1

also try

(64 characters including formatting codes)
/nick &#54DAF4B&#54C8EBi&#54B7E2r&#54A5D9d&#5493D1f&#5481C8l&#5470Boss

the second one will work, the first one will not

Expected behaviour

It should limit to the number set in config option

Actual behaviour

It limits to lower than number set in config option
