Bug description

If the option below is true then a paper-1.21.11-103 server will refuse all connections "Server full!", even when no users are connected. Switching it to false will re-enable connections.

Should Essentials override the vanilla "Server Full" message with its own from the language file?

Set to false to keep the vanilla message.

use-custom-server-full-message: true

I reported this to paper (PaperMC/Paper#13602) and they pointed to some EssentialsX code which appears to unconditionally reject connections when this option is set. A fix in -103 caused that to be effective.

Steps to reproduce

Upgrade to paper-1.21.11-103 and find you are unable to connect to the server. Switch the above option off and find you can now connect.

Expected behaviour

Connections should work with the option enabled.

Actual behaviour

As per reproducer.
