Bug description

When running essentials on a local paper build it does not load, it should accept paper versions like "26.1.1.local-SNAPSHOT" too

Steps to reproduce

  1. Build paper locally
  2. Add essentials
  3. Start the server
  4. Essentials does not load

It should load
