Summary

  • add per-rule publish-cooldown support with weekly and none policies
  • allow first-party package patterns to bypass the default publish cooldown
  • document and test the override behavior

Testing

  • Invoke-Pester -Path conventions/update-nuget-packages/convention.Tests.ps1
