Bumps workspace + pyproject from 2.2.22 → 2.2.23.

Ships the project-local boards/*.json resolution feature from #516.

Merging triggers .github/workflows/release-auto.yml (autonomous release) which:

  1. Detects the Cargo.toml / pyproject.toml change on push: branches: [main]
  2. Builds the wheel
  3. Publishes to PyPI as fbuild==2.2.23

After PyPI propagation, https://github.com/zackees/ArduinoCore-LPC8xx fbuild workflows will pick up the fix on their next run (their CI does pip install --upgrade fbuild).
